HF Converts Its Call Center Contractors into Employees by Establishing a Subsidiary 


- HF adopts a resolution on capital investment for a subsidiary to convert contractors into regular positions


The 147 contractors working at HF Call Center, largely in charge of customer response services and loan document scanning, are soon to be converted into regular staff at an HF subsidiary.    


Korea Housing Finance Corporation (HF, CEO Lee Jung-Hwan) announced on August 27, 2019, that it held the “3rd Housing Finance Operational Committee Meeting” at WISE Tower in Sejong-daero, Seoul, on the 26th and decided to make a capital investment to set up a subsidiary for the conversion of its contract workers into full-time employees.    


Accordingly, an HF subsidiary will be incorporated this October, and HF contract workers will be converted into regular employees of the subsidiary one-by-one starting from November after their respective contract periods expire. 


HF’s decision on this contract-to-direct-hire conversion is in line with the guidelines on converting non-regular, public-sector workers into permanent-status employees. HF held the 2nd Labor-Management-Labor Specialist Consultation Session last May, where 100% of its contract workers agreed to the conversion by way of setting up a subsidiary. Early this month, HF went through consultation on its capital investment plan with its regulator, the Financial Services Commission, and obtained approval from the Ministry of Economy and Finance.


HF CEO Lee Jung-Hwan said, “This conversion will improve public services through a win-win partnership and cooperation between HF and our subsidiary. We will fulfill our social responsibility as a public institution that creates secure, decent jobs.”
